Proving Their Effectiveness in War: Why Ukrainian Drones and Electronic Warfare Systems Are Drawing International Interest in 2026

The National Security and Defense Council of Ukraine (NSDC) announced that in February 2026 Ukraine issued its first official permits for arms exports. The initiative is intended to transform the rapidly growing potential of Ukraine’s defence industry into foreign currency revenues. The Page explored which Ukrainian defence technologies are in the highest demand on the global market and what economic impact the initiative could generate if successfully implemented.

Which Ukrainian Defence Products Are in Demand Abroad?

The key competitive advantage of Ukrainian defence products on the global market is their battle-tested status — they have been developed, tested, and continuously improved under real combat conditions.

According to Tech Force in UA, Ukrainian defence technologies are particularly relevant to international markets because flagship products undergo between 6 and 20 upgrade cycles per year, allowing manufacturers to rapidly adapt their solutions to the evolving realities of modern warfare.

According to the organisation, international customers are showing particular interest in three key segments:

  • dual-use technologies, including secure communications systems and advanced digital radios;
  • unmanned ground systems (UGVs), including platforms designed for casualty evacuation, remote mine-laying, and logistics;
  • electronic warfare (EW), electronic intelligence (ELINT), and counter-drone solutions, including advanced systems for detecting, intercepting, and disrupting unmanned aerial vehicles.

“The strongest demand is for battle-tested solutions, particularly various types of drones, including maritime drones, as well as electronic warfare systems. Such supplies will help our allies protect their infrastructure against hybrid threats while strengthening our collective security. Exports also include training, maintenance, and repair services, generating additional revenue and enabling further expansion of R&D,” the Ukrainian Council of Defence Industry noted.

Valerii Yakovenko, co-founder of DroneUA, added that some of the greatest potential and international stakeholder interest currently centres on robotics in its various applications.

He also highlighted electronic warfare and countermeasure systems, noting that Ukraine’s practical experience and technological expertise in these areas are unique and highly relevant to the global defence market.

“Today, global demand is driven not by ‘conventional’ weapons systems, but by technologies that have proven their effectiveness in modern manoeuvre warfare. First and foremost, these include various classes of unmanned systems — reconnaissance and strike drones, unmanned maritime systems, as well as software solutions for their operation and control. The second major segment comprises electronic warfare and counter-drone systems. The third includes ammunition, components, communications modules, software, and integration solutions for upgrading existing systems,” said Daria Lazareva, Advisor at ETERNIX Law Firm.

According to Lazareva, the global market today is interested not so much in the “hardware” itself as in operational experience, adaptability, and the speed of innovation — areas where Ukraine’s export potential appears particularly strong.

She emphasises that this potential extends beyond the sale of finished products and includes broader forms of international cooperation, such as the supply of components and technology modules, as well as joint production and industrial partnerships.

What Impact Could the Effective Opening of Arms Exports Have in 2026?

According to the Ukrainian Council of Defence Industry, the launch of a controlled arms export mechanism in 2026 is expected to generate three key benefits for the Ukrainian economy:

  • stabilising production capacity utilisation at defence manufacturing facilities;
  • retaining engineering and R&D teams within Ukraine;
  • generating additional tax revenues that can be reinvested in the defence industry.

Until now, the sector has faced a certain imbalance: Ukraine’s defence production capacity has been expanding faster than the state’s ability to procure the output of domestic manufacturers.

This has resulted not only in lost potential revenues and underutilised production capacity, but also in an outflow of highly qualified specialists. Ukrainian experts and entire Military Tech and Defence Tech development teams have increasingly relocated to foreign jurisdictions where access to capital and international markets is less restricted.

For a considerable period, arms exports from Ukraine remained restricted due to concerns that defence products critically needed by the Ukrainian Defence Forces could be diverted to foreign markets.

A key safeguard against this risk is a controlled export regime under which only verified surplus production that does not compete with the needs of Ukraine’s Defence Forces may be authorised for export.

Such an approach could allow Ukraine to unlock the economic and technological potential of its rapidly expanding defence industry while ensuring that the needs of national defence remain the overriding priority.

The Technological Forces of Ukraine (TSU) believe that unlocking exports of surplus defence production will strengthen the financial resilience of private companies. This would enable manufacturers to plan production cycles over the longer term, create new jobs, and independently finance research and development (R&D).
