Can a deferment be cancelled after transferring to another Territorial Recruitment and Social Support Centre (TRC)?

Recently, those subject to military service have increasingly encountered situations where information about their current deferment suddenly disappears from the “Reserve+” app. A particularly large number of questions arise after a change of residence and re-registration with a different Territorial Military Registration and Enlistment Office.

Anastasia Kapustynska, an attorney at ETERNIX Law Firm, provided a statement to UNIAN and clarified the key aspects of this issue.

The mere fact of being transferred to another Territorial Recruitment and Social Support Centre (TRC) does not constitute grounds for cancelling a deferment from mobilisation. Under Ukrainian law, a deferment may be terminated only if the legal grounds on which it was granted cease to exist or upon expiry of its validity period.

The same principle applies to reservation from mobilisation (booking) — a change in the place of military registration does not automatically terminate a valid reservation.

If, following a transfer to another TRC, the deferment is no longer displayed in the Reserve+ application, this may be due to a technical issue or incorrect data synchronisation. In such cases, the relevant documents should be submitted to restore or confirm the deferment through the Reserve+ application or a Centre for the Provision of Administrative Services (CNAP).

Until a decision is made on a duly submitted deferment application, the person liable for military service is not subject to conscription during mobilisation. At the same time, it is important to retain evidence confirming the submission of the relevant documents, such as a notification in the Reserve+ application or an extract issued by the CNAP.

It is also important to remember the obligation to register for military service with the relevant TRC within seven days following a change of place of residence. Failure to comply with this requirement may result in administrative liability.
